STARTING TO MAKE THEIR WAY ONTO THE COASTS OF THE CAROLINAS AFTER SITTING
ALONG THE COAST MOST OF THE NIGHT. PW VALUES AROUND 1.6" HAVE CREPT INLAND
OVER THE LAST 6 HRS INTO ERN SC AND SE NC THOUGH DEEPEST MOISTURE REMAINS
TO THE SE. IR IMAGERY HAS SHOWN COOLING CLOUD TOPS OFF THE NC COAST AS
THE MAIN BAND ROTATES AROUND THE N SIDE OF THE STORM BECOMING CLOSER TO
LAND. BLENDED RAINRATE PRODUCT HAS SHOWN 0.25-0.5"/HR AREAL AVG RATES
WITHIN THE BAND THAT IS JUST OFFSHORE NE FL AND ALONG THE SC COAST. CPC
6 HR QMORPH ACCUMULATED ESTIMATES ENDING 08Z SHOW AN EXPANSIVE AREA OF 1"
OR GREATER JUST OFF THE SC AND SE NC COASTS WITH A MAX OF 3" NR 30N/79W.

SHORT TERM OUTLOOK VALID 1130-1600Z...MEDIUM CONFIDENCE FACTOR IN SHORT
TERM OUTLOOK...RAP MODEL FCSTS INDICATES A SURGE OF 1.5" PW'S NWD ACROSS
ERN NC THROUGH 18Z AS ERLY LOW LVL FLOW OFF THE ATLANTIC BECOMES DOMINANT
OFF THE NC/SE VA COASTS FOR A TIME THIS MORNING TO MIDDAY. COUPLED WITH
NEWD MOVEMENT OF THE STORM CENTER AND ROTATION OF MAIN BAND OF MOISTURE
NWWD MEANS THAT MOD-LOCALLY HVY PRECIP COULD DVLP ACROSS ERN NC/SE VA OVER
THE NEXT 3-6 HRS. IN ADDITION..LOCALLY HVY RAINS WILL REMAIN POSITIONED
